  43. Key Component of Elections Software Not Reviewed (VotersUnite.org)
"Every voting system includes a key component, called the ballot definition file (BDF), that is never subjected to an outside review. Given that BDFs determine the way votes are recorded and counted, the lack of independent oversight of these files is a major security vulnerability. If BDFs are incorrectly prepared, the wrong candidate could be elected. Furthermore, although BDFs are primarily data, they could contain software that could change the outcome of an election." 3-05

"Once you know what your system must do to meet the criteria of the FVSS and you have your system ready to be examined by NASED's Independent Test Authorities (ITA), you contact the appropriate test authority for entering the process. Your contacts and contracts are directly between the ITA and your firm. You can save major time and money by having all of your written documentation of design, operations, technical data package, source code, and maintenance manuals developed and thoroughly documented before contacting the ITA."

Editor's Note: Only one company is listed as an Independent Test Authority (ITA) for hardware, Wyle Laboratories. Only one company is listed as an ITA for software, CIBER, Inc. 5-05

  48. Security Standards for Elections Hardware and Software (SIMS)
"Voting systems shall deploy protection against the many forms of threats to which they may be exposed such as file and macro viruses, worms, Trojan horses, and logic bombs. Vendors shall develop and document the procedures to be followed to ensure that such protection is maintained in a current status."

Editor's Note: No test or assessment was included in the standards to preclude software or firmware with malicious code embedded from the vendor, one of the most likely possible sources of election mischief or fraud. 5-05

  49. No Oversight of Election Equipment and Software Companies (WhosCounting.net)
"You may be surprised to learn that there is currently NO Federal Agency that has regulatory authority or controls over the multi-billion dollar elections industry. There are NO government standards or restrictions on who can sell and service voting machines and voting systems. Virtually anybody with money and know-how can get into the business of counting our vote! This might help explain why we keep running into criminals, political candidates, defense contractors, and other odd bedfellows in the mix when we examine the rosters of our election companies."

"Diebold and ES&S together count 80% of our electronic vote. ES&S is the number one with two-thirds of the vote counting software and the biggest supplier of touch screen machines. Sequoia - with one-third of the voting machines on the market - is usually regarded as number two. Or Diebold. Depends who you ask. There is cloaked secrecy surrounding ownership and details about the companies, but investigative research scraping the tip of the iceberg has discovered enough to set anyone’s hair on fire...." 12-05

  50. 12-11-05 Open Source Software Used in Australia (Wired.com)
"While critics in the United States grow more concerned each day about the insecurity of electronic voting machines, Australians designed a system two years ago that addressed and eased most of those concerns: They chose to make the software running their system completely open to public scrutiny."

"Although a private Australian company designed the system, it was based on specifications set by independent election officials, who posted the code on the Internet for all to see and evaluate. What's more, it was accomplished from concept to product in six months. It went through a trial run in a state election in 2001."

"Called eVACS, or Electronic Voting and Counting System, the system was created by a company called Software Improvements to run on Linux, an open-source operating system available on the Internet." 12-05
