"In September 2002, former CIA Counterterrorism chief Cofer Black testified before Congress that 'there was a before 9/11, and there was an a fter 9/11. After 9/11 the gloves came off.' Nowhere did the Bush administration make that distinction more sharply than on the topic of torture.
