Papers
  1. -Road Legality (EgoVehicles.com)
Provides general federal and state regulations covering mopeds, electric assisted bicycles, and scooters. Electric assisted bicycles are generally street legal when they have the appropriate safety equipment. If they go over 20 miles per hour on their own power or have a motor of over 750 watts, then they must be registered. Mopeds are generally street legal and must be registered. Electric scooters are not generally street legal because they generally lack the safety equipment required by federal and state standards. If a scooter, electric assisted bicycle, or moped complies with federal standards for safety, it will have a vehicle identification number (VIN). A vehicle cannot be registered without a VIN.

If you intend to ride your vehicle on public roads, and it is not an electric assisted bicycle with a maximum speed of 20 mph and a motor under 750 watts, then it is wise to purchase a vehicle that already has a VIN. Mopeds often have VINs, scooters almost never do because they usually fail to meet federal safety requirements.

None of the above vehicles are legal on sidewalks. (See page 2.) 1-04
